In the context of this study, the incident of former Sheki executive Selim Khan’s seeking asylum in the Ottoman State is investigated. In the case of investigated person, the discovery of the main role and importance of the Azerbaijani rulers of the first quarter of the 19th century in the Ottoman political conception is the main objective of the study. The reasons why Selim Khan emigrated to Ottoman State and how he was greeted by Ottoman statesmen are the practical problems of research based on historical evidence. We tried to solve all the problems in the light of Ottoman and Russian archive documents. According to the final scientific findings, Selim Khan was firstly resident in Erzurum and then in Ankara. He was paid a salary of 2.500 qurush per month.
