In the 1830s, the Ottoman State came to the threshold of disappearance. During such a process, Sultan Mahmud II (1808-1839) wanted to apply the reforms it started in order to reorganize the state on its lands in Northern Africa, as well. He faced two big issues: the disobedience of Muhammad Ali Pasha from Kavala and the attack of the French on the lands of the Ottoman State in Africa. Sultan Mahmud wanted to both bring Muhammad Ali Pasha from Kavala to his knees, get back Algeria under invasion from the French and put the Western Odjacks in order. But how could he do that? During this process, he performed important roles in shaping the policy of the Sublime Porte towards the Western Odjacks by putting forward some statesmen. Hassuna D’Ghies also became a part of this policy with the memorandum it prepared. The main purpose of Hassuna, who especially suggested creating new military troops that included local people from the Western Odjacks region and creating a stronger bond between the Ottoman Capital and rulers and local people in the region in his memorandum, was to ensure the unity of Northern African Muslims. According to him, it was only possible to stand against the French invasion and rebels such as Mehmed Ali Pasha from Kavala by unionizing. This article aims to present Hassuna D’Ghies that appeared in such a critical period and the memorandum/report he prepared on how to establish a new order in the Northern African lands of the Ottoman State.
