Abstract:

Today, degeneration is observed in many areas, because moral judgments, social values and ethical codes are becoming increasingly unconcerned. In the world that is transparent with the influence of technology and media elements, these degenerations clearly show themselves in public institutions. Corruption, which is one of the most important of these public problems, creates a climate of insecurity against public officials and the state by disrupting the peace of the public, such as a poisonous gas that is insidious. Therefore, the subject of the study is selected as corruption perception in Turkey. For this purpose, the 2016 SELDI report and the 2017 Transparency International report are used for data analysis. According to the results of the evaluation, the perception of corruption is related to the legal principles and understanding of the state, freedom of the press, the power of non-governmental organizations, freedom of association and freedom of expression.
