ABSTRACT Effective, economic and effcient use of public resources is closely related to the procurement system. Therefore, it is important that the public procurement system has a structure which increases transparency and competition, and which provides accountability ensurance and public control. Apart from these, an ideal procurement system should also cover the exception provisions. In this sense, it is clearly seen that Turkey's procurement system has equipped the State Supply Office (DMO) with extreme exception authority. Therefore, DMO's buying and selling system is understood to be encouraging corruption. Besides, public institutions are using DMO as a way of escaping from control. In addition, it is observed that the DMO is not institutionally managed well and that the foundation objectives lost its validity in today's conditions. As a conclusion, the exception provisions provided to the DMO in our procurement system, and the reason for existence of DMO according to the present conditions and form of institutional management of DMO must be re-evaluated.
