In the 19th century the Ottoman intellectuals, who completed Western schools, agreed about the Westernization of the Ottoman society to save the Ottoman State. Therefore, with the Westernization movements Ottoman intellectuals tried to set up the economic and social institutions of the liberal capitalist system, which were individualistic and rational, into the structure of Ottoman feudal society. After Tanzimat reforms, there were two important economic policies advised for the formation of capitalism in the Ottoman society. A part of the Ottoman intellectuals believed that liberal economic policies were the only solution to save the Ottoman Empire. Another part of the Ottoman intellectuals,who thought that the liberal economic policies have dangerous consequences for the Ottoman society, advocated that statist economic policies were superior. However, the intention of both policies was basically the creation of a capitalist society. After winning the War of Independence, the newly founded Turkish State implemented both policies for rapid development and industrialization.
