An inseparable relation between concepts of state, sovereignty, and governer-citizen has continued in different ways in various societies. This relation has been changed in a natural way in European countries whereas it has been continued, except some formal changes, as unchanged in Turkish society. These concepts, and relations and processes between these concepts continued in line with expectations to new conditions and exhibited a dynamic structure in European political life. Whereas, they took their places in Turkish political history as original and genuine static characteristic from middle-asian era to Ottoman times. For example, in Turks, the God is accepted as the sole source of sovereignty, and the idea of that, this sovereignty is transferred to the dynasty in power and shared between the dynasty members. This caused one man Ülüş System. Even though Islam played a major role in defining every aspect of the life after acceptance of Islam, it could not erased middleasian tradition totally, and continued without losing its main essence in an Islamic look. Especially, “Töre (Moral laws)” concept had an important place in Turkish society and played an important role in governer-citizen relation. During Turkish history, a relation between governer-citizen balanced with “Töre” concept, and idea of that, did not allow the Power to be despotic
