Although Ottoman budgets differ from modern budgets, they are important to indicate financial standing of the state yearly. These budgets had been prepared in terms of order book of the day (ruznamçe defteri) having the characteristic of day-book. In 1589-90 financial year, this paper presents annual financial statement of Ottoman Empire by analysing incomes and expenses of centralized treasury according to ruznamçe books. This study, in turn, observes public revenues and public expenditures. Thereafter, policies with short term and long term of state is addressed with data in assessment section
