Abstract:

In this historical research in which Early Republican Period’s Turkish public administration has been examined, constitutional system, structure of administration, bureaucracy and reform practices take place in the process of foundation and institutionalization of Republic of Turkey. Main objective of the study is to reveal the affect of bureaucratic administration traced to Tanzimat reform era shaping the political structure and administrative institutions of Republic of Turkey. In this study, public administration has been examined in central and local administration and bureaucratic structure in accordance with essential principals of 1921 and 1924 Constitutions. Changes put into practice for the purpose of putting the new founded state on a legal and rational order basis in said period has been endeavored to be revealed within this study
