Abstract:

Abstract Shanghai Cooperation Organization was founded in 1996 with the participation of Russia,People’s Republic of China,Kazakhstan,Kyrgyzstan and Tajikistan.IT was named after the Shanghai city of China, where the first meeting of the organization was held.Following the dissolution of USSR in 1991,China and Russia initated a process of creating new strategic balances.Their aim was to prevent USA from being the only super power and balance it was well as preveting the intervention of third countries in Eurasia.The Shanghai Cooperation Organization is a product of these efforts.This organization is also referred to as “ NATO of the East”.Turkey,which is a NATO member and carries out negotiations with European Union,has concluded that this relationship was uncertain as a result of the unfavourable explanations and practices of the European Union and started to consider different cooperation options.One of these options is Shanghai Cooperation Organization.This cooperation should be a process which should be considered to the finest detail especially for our country.Turkey may want to use Shanghai Cooperation Organization as a balance toll against European Union.In this study, we will try to decide whether Shanghai Cooperation Organization can be an alternative to European Union for Turkey by comparing Shanghai Cooperation Organization and European Union.
