Population exchanges are the regulations whose legitimacy have currently been under dispute within the context of the present international normative order that continues to develop and/or turns out respectively thicker. However, the Turko-Greek population exchange needs to be analysed within its own historical context also. Only then one can put forth a meaningful diagnose relating the reason why these regulations or agreements have lost their political or moral credibility in the processes of contemporary nation-building. In this study, the issue is analysed by referring to the perceptional differences between the League of Nations and the United Nations regarding the notion of collective security.
