Yöneten-yönetilen ayrımının bulunduğubasit toplumlardankarmaşık toplumlarda, yönetilenler adına iktidarı kullanan yöneticilerin bu yetkisinin kaynağı, üzerinde çok tartışılan bir konu olmuştur. Kısaca "temsil" olarak adlandırılabilecek bu sorun demokratik devletlerde daha da önemli bir yer tutmaktadır. Farklı demokratik yönetim biçimleri temsil kavramına değişik yaklaşımlar getirmişlerdir. Bu bağlamda temsil kavramını açıklayan farklı teoriler oluşmuştur. Temsil eden ile temsil edilen arasındaki ilişkinin niteliği ve sonuçları da temsil kavramının somutlaşmasında önem taşımaktadır. Bilim ve teknik alanındaki gelişmelerin iletişim devrimi yarattığı günümüzde ise bireyin kendi iradesini yönetime yansıtması kolaylaşmaya başlamıştır.
