Abstract:

20. yüzyılın son çeyreğinden itibaren, küresel anlamda zorlayıcı hale gelen değişim dinamikleri tüm işletmeleri olduğu gibi kamu örgütlerini de yakından etkilemektedir. Özellikle kamu kesiminde yeniden yapılanma çalışmalarına dayanak teşkil eden bu değişimler, Türk kamu yönetimini de etkisi altına almaktadır. Bu bağlamda, değişim mühendisliği, stratejik planlama ve yönetim, performans yönetimi, insan kaynaklarının geliştirilmesi ve yönetimi, kalite yönetimi gibi bir takım yaklaşımlar ve modeller kamu sektöründe de tartışılmaya başlanmıştır. Bu çalışmada, bu yaklaşımlar ele alınmakta ve Türk kamu yönetimi açısından değerlendirmelerde bulunulmaktadır.

Since the last quarter of the twentieth century, the dynamics of change that are becoming challenging globally have closely affected all, as well as public organizations. These changes, based on the rebuilding work in the public sector, are also influenced by the Turkish public administration. In this context, a set of approaches and models such as change engineering, strategic planning and management, performance management, development and management of human resources, quality management have also begun to be discussed in the public sector. In this study, these approaches are discussed and assessed in terms of the Turkish public administration.
