İnsanlar ve kurumlar arası ilişkiler, sosyal sermayenin temelini oluşturur ve sosyal sermayenin ülkelerin gelişme süreçlerini önemli ölçüde etkilediği kabul edilmektedir. Zira günümüzde ülkelerin gelişmişlik seviyesini sadece fiziki sermaye birikimiyle açıklamak mümkün değildir. Bu nedenle az gelişmiş ülkelerin, gelişmiş ülkelerle aralarındaki gelişmişlik farklılıklarını azaltabilmek için sosyal sermayelerini arttırmaları gerekmektedir.
Relations between people and institutions are the foundation of social capital and it is believed that social capital has a significant impact on the development processes of countries. For it is not possible to explain the level of development of the countries today only by physical capital accumulation. Therefore, the less developed countries need to increase their social capital in order to reduce the differences in development between the developed countries.
