Abstract:

The basis of social security politics are underlined by guarding persons against to social risks and by questing of provision for the future.  The politics are not acceptable to be in effect protection for persons and to be in effect provision for their future so long as not to become a united whole with politics which are focus on family whom corner stone of society and on child whom corner stone of family. While the some countries have been internalized the family allowances as social insurance branches, some countries have been accepted this allowances to be income supports depending on insured person’s marital status or their number of children. Also practices of family allowances changes country to country, family concept has been undergone a change according to indicators of demographic change at the same time. Nonetheless, some questions are common agenda items for countries: Which direction way have been influenced on the family politics of social security by demographic balance and change of the family concept? Which is most dominant effect on family allowance practices: principle of social state or the financial balances? In this article aims that answers the above questions within the frame of present practices in Europe and Turkey and that reviews the perfectible of family allowances as modern social security politic in Turkey.
