Bu makalenin yazılış amacı; günümüz ekonomi politiğinde temel gelirin bir sosyal politika aracı olarak uygulanabilirliğini değerlendirmektir. Kapitalizmin üretim ilişkilerinde Aydınlanma Çağı ve sonrasındaki tarihsel zamanlarda gelişen yurttaşlık ve rasyonel birey olguları sadece çalışma zorunluluğuyla tanımlanmaktadır. Ulus devletin zayıflamasıyla mikro kimliklerin yayılması ve küreselleşme süreciyle refah devletinin aşınması bu sürecin farklı boyutlarını sergilemektedir. Bu nedenle temel gelir, bireylerin ve yurttaşların temel gereksinimlerinin karşılanmasını sağlayabilecek olan bir sosyal politika tabanı olarak görülebilir.
The purpose of writing this article is to evaluate the applicability of basic income as a social policy instrument in the current political economy. The facts of citizenship and rational individual which have progressed during the Enlighten Era and following historical times are merely identified with the obligation of work in the capitalist relations of production. The spreading of micro identities by the weakening of the nation-state and the eroding of the welfare state by the globalization process address to the different dimensions of this situation. Therefore basic income can be seen as a social policy base which can provide the basic needs of individuals and citizens.
