Abstract:

The aim of this study is to examine the strategic plans of the municipalities in Kocaeli province in terms of goals and objectives. In the study, a document review method was used which included analysis of written data sources under qualitative research design. The document covers the strategic plans of 11 metropolitan municipalities and a metropolitan municipality within the boundaries of Kocaeli Province covering the years 2015-2019. According to the stages of document review process, the way of achieving the document, controlling the authenticity of the documents, getting the use permit, understanding and analyzing the documents, using the data as the last stage has been followed. The full texts of the strategic plans are available from the websites of the relevant municipalities. Strategic plans are examined under the headings of goals and objectives. According to the result obtained; it has been found that all the municipalities' strategic plans include sports related purposes and goals, but it has been determined that there is no standard in the placement rates. It has been seen that all the municipalities’ strategic plans include objectives and targets for sports events and facilities, as well as recreational activities. This study is important in terms of emphasizing that municipalities should include expressions in the field of sport and recreation in the strategic planning dimension and include them in municipal administration processes under the headings of goals and goals in the planning process.
