Özet:

Metropolitan municipalities are known as the representatives of the laws and constitutional responsibility in local governments in terms of the production and delivery of sports services. The aim of this study is to examine the approaches to youth and sports in the strategic plans of metropolitan municipalities which are among the local government units that are accessible to the public in public administration, closest to the public, and have the responsibility of providing services to a large majority. In the study, the document analysis technique, one of the qualitative data collection methods, was used. The 2020-2024 strategic plans of the metropolitan municipalities were obtained from the Presidency of Strategy and Budget, Public Strategic Management website. The obtained contents are specified as frequency, percentage distribution and grouping. It is seen that the 30 metropolitan municipalities examined include youth and sports in their 2020-2024 strategic plans. The concept of sports is mostly included in the strategic plan of Samsun and Diyarbakır Metropolitan Municipality at least. The concept of youth was mostly determined in Konya. The concept of sports was seen in 60% of strategic objectives and 93% of strategic goals. The concept of youth was found to be 33% in strategic objectives and 80% in strategic targets. In order for our country's sports policies to be local policies, it is considered important that services and investments related to youth and sports are included in strategic goals and objectives in strategic plans. This study can be a major point in terms of reviewing the areas related to youth and sports in the strategic plans of metropolitan municipalities and identifying the deficiencies.
