The purpose of this study is to examine the opinions of primary education inspectors and the first grade teachers about the use of the Sound Based Sentence Instruction Method, introduced as of 2005-2006 educational year in the first grade of primary schools, and to determine whether these opinions differ according to several variables. The study group were 345 first grade teachers and 65 primary school inspectors in Adana Province. The subjects were chosen randomly, proportional classification sampling from primary schools in areas with various socio-economic levels. The Scale of Sound Based Sentence Instruction, developed by the researcher was made up of 39 items. In the data analysis, frequency, arithmetic mean, standard deviation, t-test, variance analysis and LSD test were used. Not only the teachers, but also the inspectors considered the application of program philosophy much more successful as to the classroom environment and material facilities in the applications of sound based sentence instruction method. Among these dimensions, there was a considerable difference between the opinions of teachers and those of inspectors. The teachers trained in constructional program found the applications more effective than those with no such training.
