The state who can’t stand indifferent to these expectations, has implemented electronic services in order to fulfill demands of services and increase quality. In this context, while services which would be done in public institutions that is related to central administration, e-services about local governance are being spread gradually. In this period which customer- oriented public administration is dominant, measuring the sensitivity levels of citizens to these services and levels of benefit of these mentioned services constitutes the main objective of this study. By evaluating the surveys applied to 482 citizens in 13 different districts of Aydın; it can be claimed that citizens are willing to participate in e-government and e-municipality, yet it can’t be converted into active participation because of various reasons
