The purpose of this study is to develop a measurement instrument to measure the level of measurement and evaluation competencies of teacher candidates, determine the level of measurement and evaluation competencies of teacher candidates according to their own perceptions by a measurement instrument and investigate whether is significant difference or not between their scale points considering the program they registered variable. In this research working group is 1190 fourth grade students who have been attending teacher training programs of classroom teacher, science and social sciences of education faculty of seven state üniversities in 2001-2002 academic year. Data were collected by Perception Scale for Measurement and Evaluation Competencies’ (PSMEC) developed by researcher. The first of all, in the development phase of the scale, 99 items were convened and item-total and test retest correlation coefficients were calculated. As a result of the above analysis, factor analysis were carried out for 99 items, which were significant, in order to verify the construct validity of the scale and as a consequence of this analysis a scale with four factors and 75 items was developed.
