The purpose of this study was to develop a likert type scale in order to measure teacher candidates’ attitudes towards the instructional planning and evaluation course. Participants were 362 fourth grade students who had been attending Programs in Primary School Education, Social Studies, Mathematics Teacher Training, German Language Teaching, Pre-School Education, French Language Teaching, Educational Technology and Computing and English Language Teaching at the Anadolu University Education Faculty. In the development phase of the scale, 67 items were convened and item-total and test retest correlation coefficients were calculated. Cronbach alpha for the whole scale was found to be .98. As a result of the above analysis, factor analysis were carried out for 66 items, which were significant, in order to verify the construct validity of the scale and as a consequence of this analysis a scale with three factors and 44 items was selected.
