Hükümet sistemleri bir ülkenin yönetim modelini veya siyasi gücün toplandığı merkezi işaret eder. Bu bakımdan devletler kendilerine uygun bir hükümet sistemi belirleyerek siyasal sistemin etkin işlerliğini sağlamaya çaba gösterirler. Günümüzde demokratik olarak kabul edilen ve klasik şablona uyan kuvvetler ayrılığından mülhem üç ana hükümet sistemi olduğu genellikle kabul edilir. Bunlar parlamenter sistem, yarı-başkanlık sistemi ve başkanlık sistemidir. Hükümet sistemlerinin anayasalarla benimsenip uygulanmasında ülkeler arasında önemli farklılıklar vardır. Bazı ülkeler kendilerine model aldıkları hükümet sistemlerinin gereklerine tam olarak uygun bir yapılanmayı tercih ederken bazıları anayasal olarak tercih ettikleri hükümet sistemi şablonunu bir hayli zorlarlar. Bu nedenle bütün ülkeler için geçerli tek tip bir uygulama yoktur. Türkiye’nin yeni hükümet sistemine de bu açıdan yaklaşmak gerekir. Ayrıca hükümet sistemleri hakkında fikir üretebilmek için on yılların geçmesini beklemek ve kurumların nasıl işlerlik kazandığını görmek önemlidir. Ancak bu süreden sonra bir sistemin işlerliği hakkında kesin kanaatler oluşur. Dolayısıyla yeni hükümet sistemini yargılamak için henüz çok erken olduğunu belirtmek gerekir.
Government systems indicate a country’s model of governance or the center where political power is gathered. In this regard, the states strive to ensure the effective functioning of the political system by establishing a appropriate government system for themselves. Today, it is often considered to be the three main government systems that are divided from the forces that are democratically recognized and consistent with the classical template. These are the parliamentary system, the semi-presidential system and the presidential system. There are significant differences between countries in the adoption and implementation of government systems by constitutions. Some countries prefer a structure that is perfectly suited to the needs of the government systems they model, while some force the government system template they constitutionally prefer. Therefore, there is no single type of application applicable to all countries. The new government system of Turkey must be approached from this point of view. It is also important to wait for decades to be able to produce ideas about government systems and see how institutions work. But after this time there are clear claims about the functioning of a system. Therefore, it must be noted that it is too early to judge the new government system.
