Abstract:

Debate on the form of government has been on the top of agenda in Turkish politics for several decades. The construction and operation of governments are mainly shaped by the interrelations of executive and legislative branches but judicial branch also play a role in this process. In addition, social, political and administrative structures also, in general, influence how these three branches operate and interact. In this respect, even though the forms of government are chiefly determined by how executive and legislative branches are formed and interact, whether they operate steadily or unsteadily depends upon such political, administrative or social systems and characteristics of a regime as political party system, social classes and their relations and level of conflict, political culture and traditions, the power of civic and private sectors, the unitary or federal structure of state, power and autonomy level of local governments. This study aims to contribute to the latest discussions on a transition from the existing semi-presidential looking parliamentarian democracy to a presidential system in Turkey. Within this framework, American presidential and French semi-presidential system are compared and contrasted with the newly proposed Presidential government system in the new constitutional referendum package in Turkey and some evaluations are presented.
