Türkiye Cumhuriyeti Tarihi’nin ciddi anlamda ilk demokrasi deneyimi 1946 milletvekili seçimleridir. Bu seçimlerde Demokrat Parti Türkiye genelinde oldukça önemli bir başarı kazanmıştır. Birinci Dönem Karesi milletvekilliği yapmış olan Hasan Basri Çantay, seçimlerde kamuoyunun yoğun talebi doğrultusunda Demokrat Parti listesinden Balıkesir bağımsız milletvekili adayı olmuştur. Adaylık sürecinde partisiz, müstakil bir milletvekili adayı olarak faaliyet göstermiştir. Seçimlerde uygulanan açık, oy-gizli sayım yönteminin yarattığı sıkıntılar ve sonrasında yaşanan demokratik olmayan uygulamalar pek çok hukuksuzluk ve usulsüzlüğün yaşanmasına neden olmuştur. “Şaibeli seçim” olarak tarihe geçen 1946 seçimleri neticesinde, ülke genelinde oyların çoğunluğunu almalarına rağmen pek çok milletvekili adayı seçilememiş gibi gösterilmiştir. Siyasî hayatının ikinci hamlesini yapan Çantay; kamuoyu desteğine ve güçlü seçilme olasılığına rağmen bu seçimlerde seçilememiş gibi gösterilerek milletvekili olamamıştır. Çantay, tüm bu yaşananlara rağmen mutedil tavrıyla siyasî ve insanî olgunluğunu göstermiş; yaşanan hukuksuzluklara karşı gereken tepkiyi ortaya koymuştur.
The first seriously democratic experience in the history of the Republic of Turkey is the 1946 parliamentary elections. The Democratic Party of Turkey has won a significant success in the elections. Hasan Basri Çantay, who has made the first period of parliamentary office, has been a candidate for the Independent Parliament from the Democratic Party list in accordance with the intense demand of the public in the elections. In the process of candidacy, he acted as a party-free, private candidate for parliament. The difficulties created by the open and secret method of voting and the non-democratic practices that followed in the elections have caused many illicitities and misconduct. After the 1946 election, which took place as "shaybeli elections", many parliamentary candidates were not elected, although they obtained the majority of votes throughout the country. The second move in his political life was that, despite the public support and the possibility of strong election, he was unable to be a member of the parliament, showing that he had not been elected in these elections. The bag, despite all these events, demonstrated its political and human maturity with muted attitude; revealed the necessary reaction to the irregularities experienced.
