Filistin’in Sosyo-Ekonomik Sıkıntılarının Giderilmesinde Türkiye’nin İmkân ve Sınırları

Abstract:

Bu makale, Filistin’in sosyo-ekonomik sıkıntılarının giderilmesinde Türkiye’nin sunduğu imkânları ve karşılaştığı zorlukları tespit etmeyi amaçlayan pratik bir hedefe sahiptir. Bu nedenle Türkiye-Filistin-İsrail ilişkilerinin tarihsel dinamikleri ve dış yardımların arka planındaki farklı motivasyon kaynakları, ileride ele alınmak üzere, çalışmanın kapsamı dışında tutulmuştur. Makale ilk olarak işgal altındaki Filistin’de günümüzde yaşanmakta olan temel sorunların neler olduğunu ortaya koymakta; sonrasında ise Türkiye’nin bu bölgede gerçekleştirdiği çalışmaları ve sosyo-ekonomik hayata yaptığı katkıları belirlemektedir. Bu amaçla makalede, Türkiye’nin, yeni dış politika aktörleri arasında sayılan Türk Kızılayı, Türk İşbirliği ve Koordinasyon Ajansı (TİKA), Yurtdışı Türkler ve Akraba Topluluklar Başkanlığı (YTB), Yunus Emre Enstitüsü (YEE) ve Diyanet İşleri Başkanlığı (DİB) gibi resmi kurumlar ve İHH İnsani Yardım Vakfı gibi sivil toplum örgütleri aracılığıyla, Filistin’e ne tip somut faydalar getirdiği, yazarın bu çalışma için gerçekleştirdiği yarı yapılandırılmış online mülakatların da yardımıyla, nitel bir analize tabi tutulmaktadır. Elde edilen sonuçlara göre Türkiye, Filistin’e dış yardımlar aracılığıyla önemli katkılar sağlamakla beraber, daha fazlasını yapabilme yönünde, Müslüman ülkeler arasındaki bölgesel rekabetten de kaynaklanan çeşitli zorluklarla karşı karşıyadır. Bununla birlikte, konuyu iç ve dış siyasi gündemin en üst sıralarında tutabilmek için yoğun bir çaba göstermektedir.

The possibilities and boundaries of Turkey in addressing the social and economic difficulties of Palestine

Abstract:

This article has a practical aim of determining Turkey’s capabilities and limits in the elimination of Palestine’s socio-economic difficulties. For that reason, the historical dynamics of the Turkish-Palestinian-Israeli relations and various motivation sources behind foreign aid and assistance are deliberately left out of this study's content to be dwelt upon in further academic studies. The article first reveals what the primary social and economic difficulties are in the occupied Palestine today and then specifies Turkey’s contributions to the socio-economic life in this region. With the help of semi-structured online interviews that were made by the author for this study, the article qualitatively analyzes the substantial benefits that Turkey provides the occupied Palestine with via official institutions such as Turkish Red Crescent, Turkish Cooperation and Coordination Agency (TIKA), Presidency For Turks Abroad and Related Communities (YTB), Yunus Emre Institute (YEE) and Presidency of Religious Affairs (DIB) as well as the NGOs such as the IHH Human Relief Foundation. According to the results achieved, although Turkey makes Palestine significant contributions through foreign aid and assistance, it also faces various challenges some of which arise from Muslim countries' regional rivalry. Nevertheless, it continues to make vigorous efforts to hold the issue at the top of the domestic and foreign political agenda.
