İki kutuplu dünya düzeninin sona ermesiyle uluslararası sistem, değişim ve dönüşüm sürecine girmiştir. Bu noktada başlangıçta Amerika Birleşik Devletleri (ABD) liderliğinde tek kutuplaşma eğilimi gösteren uluslararası sistem, zaman içerisinde çok kutuplu bir yapıya evrilmeye başlamıştır. Bu çok kutuplu yapı içerisinde Çin Halk Cumhuriyeti’nin (ÇHC) “Yükselen Bir Güce” dönüştüğü görülmektedir. Pekin’in “Yükselen Bir Güce” dönüşmesiyle beraber ABD ve ÇHC ilişkileri uluslararası gündemi meşgul etmeye başlamıştır. Diğer taraftan, Deng Xiaoping döneminden itibaren takip edilen “Dışa Açılma” politikasıyla günümüzde ABD’den sonraki en önemli ekonomik güç olan ÇHC, her ne kadar küresel sistemin yükselen gücü olsa da kendi içerisinde bazı sorunlar yaşamaktadır. Bu bağlamda makalede ÇHC merkezli yaşanan Tayvan, Tibet ve Doğu Türkistan sorunu, Amerika ve Çin arasındaki ilişkiler bağlamında analiz edilmektedir. Bu yönde bir çalışmanın oluşturulmasındaki temel amaç ise Pekin’in kendi iç sorunları karşısında ABD’nin ne yönde bir politika takip ettiğini ve bu üç sorun karşısında ikili ilişkilerin ne şekilde konumlandığını incelemektir
The international system has entered a process of change and transformation with the end of the bipolar world order. At this point, the international system, which initially showed a tendency to unipolarity under the leadership of the United States of America (USA), has gradually evolved into a multi-polar structure over time. It is seen that the People's Republic of China (PRC) has turned into a "A Rising Power" in this multipolar structure. US and PRC relations have begun to occupy the international agenda with Beijing transforming into "A Rising Power". On the other hand, with the Outward Opening policy followed from the Deng Xiaoping period, the PRC, the most important economic power after the US today, has some problems within itself although it is the rising power of the global system. In this context, the article analyses Taiwan, Tibet and East Turkestan problems in the context of the relations between the U.S. and China. The main purpose of this article is to examine U.S. policies towards China’s three leading domestic problems, and how U.S.-China relations bilateral relations evolve within the framework of these problems.
