World War I created an unprecedented number of refugees at the time. Refugees have begun in all regions of the war, including the Russian Empire. Although the first refugee was formed on the Western Front, it also showed itself in the Caucasus front and in the areas of the Iranian campaign. In the first period, the Char government gave priority to public institutions. Of these, vacibi II. Nicholas' second daughter was the Tatiana Committee, which was founded under the leadership (1914, September 14). The increasing number of refugees required the implementation of state measures in this area. To this end, a Department (1915, 1 July) was established within the Ministry of Interior for the establishment of Refugees. Although new arrangements were made later, the Char's government could not make any changes in this field until the fall (1917, February). The provisional government (1917, 2 (15 March) - 25 October (7 November) began removing the remaining structure of the Char government to form a new system (the Special Council for Refugee Affairs, etc.), But its short presence did not allow it to complete its work. discrimination in both Char and Provisional Government policies. When the Bolsheviks came to power, the Russian Empire collapsed. Although the newly formed Soviet government replaced the existing structures with new ones, the problem in this area continued for a long time.
