Abstract:

Minimum income support is cash transfers that are regularly transferred from public resources to citizens below a certain level of income. In recent years, as a result of socio-economic changes, social aid in general, especially the minimum income support has begun to regain importance. In the majority of developed countries there are minimum income support practices available. In recent years there has been significant advances in our country in terms of corporate capacity in the field of social assistance. In this context, the establishment of the Ministry of Family and Social Policy in the field of social assistance has been established. The Social Aid Information System (SOYBIS) has been completed, the social aid-employment relationship has been established significantly. The rating system for the objective identification of social aid beneficiaries is expected to be completed soon. On the other hand, although social aid and social services have been significantly increased in the past decade, this rate remains quite low compared to the EU and OECD countries. This study proposes a minimum income support model based on the existing social aid resources for our country. This model has been tested on 50.260 households taken from the Integrated Social Assistance Information System database. In this context, it is believed that social aid could be implemented in a right-based, human dignity-friendly and more effectively using the existing resources.
