Abstract:

nbsp;nbsp;nbsp;nbsp;nbsp;nbsp;nbsp;nbsp;nbsp;nbsp;nbsp;nbsp;nbsp;nbsp;nbsp;nbsp; Ouml;ZET Cumhuriyetrsquo;in kurulduğu tarihlerde Tuuml;rkiye nuuml;fusunun ccedil;ok buuml;yuuml;k bir kısmı, yuuml;zde 80rsquo;i, kırsal kesimde yaşamaktaydı. Bu nuuml;fusun tamamına yakını geccedil;imini tarımdan sağlıyordu. Cumhuriyet Tuuml;rkiyersquo;si, Osmanlı douml;neminden adil olmayan bir toprak muuml;lkiyet yapısı devralınmıştı. Cumhuriyetrsquo;in ilk yıllarından itibaren toprak uuml;zerinde ouml;zel muuml;lkiyeti pekiştirici yasal duuml;zenlemeler yapılmıştır. Atatuuml;rk birccedil;ok konuşmasında, her ccedil;iftccedil;inin emeğini değerlendirebileceği ve geccedil;imini sağlayabileceği kadar toprağa sahip kılınmasını istemekteydi. Orsquo;nun tavsiye ve direktifleriyle topraksız kouml;yluuml;ye arazi dağıtılması iccedil;in bir takım ccedil;alışmalar yapılmıştır. 1938 yılına kadar huuml;kuuml;metler kouml;yluuml;ye ouml;nemli miktarlarda toprak dağıtmıştır. Bu dağıtılan araziler devlete ait arazilerden ibaret kalmış, buuml;yuuml;k toprak sahiplerinin elindeki arazilere dokunulmamıştır. Yapılan bu ccedil;alışmalar Tuuml;rkiyersquo;deki toprak muuml;lkiyet yapısındaki ccedil;arpıklığın belli ouml;lccedil;uuml;de giderilmesine katkıda bulunmuştur. Nearly all these citizens earned their livelihood from the land. The Turkish Republic had inherited an unfair land ownership system from the Ottoman Empire. Stating from the early years of the Republic legal adjustments enhancing the private ownership of land. In one of his talks concerning the matter Atatuuml;rk pointed out the importance of each farmer owning enough land to sustain his livelihood. Work concerning distribution of land was undertaken under Atatuuml;rkrsquo;s orders. By 1938 governments distributed important amount of land to the villagers. This land belonged to the State; the land belonging to big landowners was not touched. Such land projects have contributed to the overcoming of the corrupt land system to a certain extent.
