Abstract:

Ouml;ZET Birinci Duuml;nya Savaşı sırasında diğer doğu vilayetleri gibi Trabzon da Rus ordusunun yol accedil;tığı yıkıma maruz kalmıştı. İki yıla yakın işgal guuml;nlerinde şehrin nuuml;fus başta olmak uuml;zere sosyal, ekonomik yapısı Tuuml;rkler aleyhine değiştirilmiştir. Kurtuluşla birlikte vilayetin karşı karşıya kaldığı sorunları ccedil;ouml;zmek amacıyla huuml;kuuml;met ve mahalli youml;netim bir ccedil;ok karar alarak uygulamaya soktu. Sorunları ccedil;ouml;zmek iccedil;in harekete geccedil;en teşkilatlardan biri de Trabzon Muhafaza-i Hukuk-ı Milliye Cemiyetirsquo;dir. Cemiyet adına uuml;ccedil; temsilciden oluşan heyet tarafından 19 Nisan 1919rsquo;da kaleme alınan rapor Hariciye Nezaretirsquo;ne sunuldu. Raporda vilayetin sorunları yedi başlık altında toplanarak ccedil;ouml;zuuml;m yolları ouml;nerildi. Anahtar Kelimeler: I. Social and economical structure changed against the Turks, mostly the population structure in the city during two years of invasion. After the liberation the government and local administrations made many arrangements in order to solve the problems that the people had to suffer from in this province. Trabzon Muuml;dafaa-i Hukuk-ı Milliye Cemiyeti was one of the organisations which went into action in order to solve the problems. The organisation presented the reports that were arranged on April 19, 1919 to the Foreign Ministry. In this report the problems were arranged under seven titles and ways of solutions were recommended. Key Words: World War I, Ottoman State, Russian, Trabzon, Memorandum.
