Abstract:

Law No. 6360, which has been in effect since 2014, has brought about important changes in the structure of metropolitan municipalities. However, the law is discussed in many aspects. One of these discussed dimensions is Investment, Monitoring and Coordination Directorates (YIKOB). By law, Special Provincial Administrations were abolished in metropolitan cities, most of their duties and authorities were transferred to metropolitan municipalities, and YIKOB was established in metropolitan cities. In this study, the reflection of the issues discussed and criticized about YIKOBs in the literature is examined. In this framework, the functioning of YIKOBs is evaluated from the point of view of the practitioners. In this context, the organizational structure, duties, powers and responsibilities of YIKOBs; Its financial structure was evaluated with a semi-structured interview form made with the managers of Aydın YIKOB’s. Aydın gained metropolitan status with Law No. 6360. There are 14 questions in total in the structured interview form. The interviewees were selected based on the organization chart of YIKOB. The interviewees are the Investment Monitoring Directorate of YIKOB. The qualitative data obtained from the interviews were interpreted with content analysis and descriptive analysis methods. In this way, it is aimed to determine the opinions of the managers about YIKOBs, the existing or potential problems, and to develop suggestions for the solutions of the problems.
