İspir, Türkiye´nin kuzey doğusunda bulunan, Doğu Anadolu ile Doğu Karadeniz Bölgelerini birbirine bağlayan en önemli iki geçit noktasından biridir. Bu jeopolitik öneminin yanı sıra, tarıma elverişli olması ve yer altı zenginliklerinden dolayı tarih boyunca sürekli iskân ve göç hareketlerine uğramıştır. Saka-İskitlerin gelişi ile M.Ö. VII. Yüzyıldan itibaren Türkleşmeye başlamış, belirli aralıklarla önce Kıpçak Türklerinin, daha sonra Müslüman Türklerin yerleştiği yerlerden biri olmuştur. Birçok Türk Devleti´nin hâkimiyetinde kalan İspir, tarihi olarak Ermenilerin de üzerinde hak iddia ettiği yerlerden biridir. 1514´ten itibaren Osmanlı Devleti idaresine geçmiş ve Birinci Dünya Savaşı yıllarında Ermeni mezalimine maruz kalmış yerleşim yerlerinden biridir. 1916 yılı Şubat ayında Rus işgaline uğrayan İspir, 1917 Bolşevik İhtilali nedeniyle Rusların bölgeden çekilmesiyle bu defa Ermenilerin akıl almaz mezalimlerine maruz kalmıştır. Antranik´ten emirler alan Ermeni çete reisi Arşak´ın Türk-İslam halka karşı topyekûn yok etme gayretinin sebep olduğu hadiseler, tarihi belgelerle sabit olup, ayrıca hafızlarda halen yer tutmaktadır. Çoruh Müfrezesi´nin Bayburt´a çekilmesiyle kaderiyle başbaşa kalan ilçe, kendi kurtuluşunu kendisi sağlamak zorunda kalmıştır. Bayburt bölgesinden gelerek İspir´in Kuzey Doğusunda bulunan Hodüçor Köyü´ndeki Ermenileri kurtarmak bahanesiyle İspir´de yaşayan ve ilçenin büyük çoğunluğunu oluşturan Türk-İslam ahaliyi tamamen yok etmeyi amaçlayan Ermeniler amaçlarında başarılı olamamış ve 25 Şubat 1918´de Türk kuvvetleri İspir´e girerek iki yıl süren işgale son vermişlerdir.

Ispir is one of the two most important passage points located in the northeastern part of Turkey, connecting the Eastern Anadolu and Eastern Black Sea regions. In addition to this geopolitical importance, it has continuously suffered to the scandals and immigration movements throughout the history due to its favorable agriculture and its underground wealth. With the arrival of M.S. The VII. Since the century, it has begun to turquoise, and for certain intervals it has been one of the places where the Kıpçak Turks, then Muslim Turks, settled. Ispir, which remains under the rule of many Turkish states, is historically one of the places where the Armenians claim rights over. It is one of the settlements that became the Ottoman state since 1514 and was exposed to Armenian massacre in the years of the First World War. Ispir, who was occupied by the Russians in February 1916, this time, with the retreat of the Russians from the region due to the 1917 Bolshevik opposition, was exposed to the Armenians' unreasonable misconduct. The events caused by the attempt of the Armenian gang rider Arshak to destroy the topyekûn against the Turkish-Islamic people, which received orders from Antranik, are fixed with historical documents, and still hold a place in memories. The district, which with the withdrawal of the Çoruh Müfrezesi to Bayburt with its fate, has been forced to ensure its own liberation. From the Bayburt region, the Armenians who lived in Ispir with the excuse to save the Armenians in the Hodüçor village located in the northeastern part of Ispir, and the majority of the district, who intended to destroy the Turkish-Islamic allies completely, did not succeed in their purposes, and on 25 February 1918 the Turkish forces ended the two-year occupation by entering Ispir.
