Abstract:

The Turkish government has undergone corporate changes and transformations in the historic process. The urbanization factor has significantly affected the social life in our country. In global administrative, economic and technological developments, the change in Turkish public administration has been decisive. After the announcement of the Republic in Turkey, the attractive change is the transition to the Presidential Government System (CHS). The current system of Turkish-type presidential system is referred to by the names of the presidential system. Regardless of its name, the system has unmatchedly affected all the institutions of the Turkish public administration. The new system in which the president is active requires the public institutions to renew their memory and experience. The new system has also significantly affected the existing central-local relations. The power in the relations between the Central Administration and the local governments was given to the Ministry of Interior and Environment and Urbanism. In the organization of these ministries new institutions have been established, the power and the distribution of duties in the tachra institutions have been renewed. For example, the organization named Yikob has increased responsibility in local services. Some of the services carried out by the Government have been transferred to the Ministry of Environment and Urbanism. In our work, we will explore the new institutions emerging in the central administration and local administration relationships within the framework of the new system. The current situation of change will be analyzed by the interested parties to share.
