Osmanlı Devleti’nde genel manada ilk nüfus sayımı bilindiği üzere 1830-1831 yılında yapılmaya başlanmıştır. Tahrir amacıyla taşraya gönderilen sayım memurları başkente dönüşlerinde sayıma ait defterlerin bir kopyasını sayım yerinde bırakırken diğer kopyasını ise İstanbul’a getirmişlerdir. Bunun yanında taşradaki doğum, ölüm, iç ve dış gibi demografik hareketlerin tespiti için her 6 ayda bir nüfus yoklama defterlerinin tutulmasına ve bunların da İstanbul’a gönderilmesine karar verilmiştir. Bu bağlamda Ceride Odası başkent İstanbul’da taşradan gelen ve üzerinde ekleme ile çıkarmaların yapıldığı nüfus defterlerinin temize çekilip muhafaza edilebilmesi için kurulmuştur. İlk ihdasında yaklaşık 5-10 personel mürekkep olan kurum zamanla büyüyüp gelişmiştir. Çalışmada Ceride Odasının ilk kuruluşundan itibaren merkez ve taşra yapılanması ile kurumun 1830 ila 1850 arasındaki dönemde gelişim ve değişimi izah edilmiştir. Bunun yanında odanın kuruluşundan itibaren –tespit edilebilen- nazırları ve personellerinin yaptıkları işlerle ayrıca bunların maaşlarına değinilmektedir.
The first population counting in the Ottoman state was known in 1830-1831. The numbering officers sent to the town for the purpose of Tahrir left a copy of the numbering books in their returns to the capital, while the other copy was brought to Istanbul. In addition, the decision was made to keep a number of population-destruction records every six months and to send them to Istanbul for the identification of birth, death, internal and external demographic movements. In this context, the Ceride Room was established in the capital of Istanbul to clean up and preserve the population records in which they were added and removed. The company, which has about 5-10 staff painted in the first edition, has grown and developed over time. The study has explained the development and change of the institution from the first establishment of the Ceride Chamber and the construction of the center and stone in the period between 1830 and 1850. In addition, from the establishment of the room - which can be identified - the staff and their work are also referred to in their salary.
