Abstract:

Bilindiği üzere 5018 sayılı Kamu Mali Yönetimi ve Kontrol Kanunu ile kamu maliyesi ve yönetimi sisteminde köklü değişiklikler hayata geçirilmiştir. Kanunla stratejik planlama, performans programı, faaliyet raporu gibi performans yönetimi odaklı faaliyetler kamu işletmeleri için de uygulanmaya başlamıştır. Çalışmanın konusu kamu işletmelerinde performans yönetimi ve 2000 yılından sonra kurulan devlet üniversitelerinin 2014 ve 2015 yılları etkinliklerinin veri zarflama analizi ile ölçülmesidir. Analiz sonucunda göreceli etkin ve etkin olmayan üniversiteler belirlenerek, etkin olmayan üniversitelerin etkin olabilmesi için yapmaları gerekenler araştırılmıştır.
