Çalışma hayatı, teknolojik değişmelerden etki görmekte ve bu değişimlere göre şekil almaktadır. Her alanda görülen bilgi ve teknoloji, istihdam açısından da yapısal dönüşümlerin gerçekleşmesine neden olmaktadır. Bilgi ve hizmet sektörleri, gelişmiş ülkelerin istihdam alanlarında giderek daha fazla pay edinmektedir. Eğitim, istihdam edilecek olan işgücünün bilgi ve becerilerini arttırmaktadır. Bu sebeple eğitim ile istihdam arasında kuvvetli bir bağ vardır. Bu çalışmanın amacı seçilmiş 30 OECD ülkesinin 2008-2019 yılları arasındaki döneme ait eğitim harcamaları ve genç işsizlik arasındaki nedensel ilişkileri araştırmaktır. İkinci kuşak panel testlerin kullanıldığı çalışmada serilerin birim kök ve heterojenlik durumları dikkate alınmış yatay kesit bağımlılıkları da test edilmiştir. Heterojen çıkmış olan serilerde Dumitrescu-Hurlin nedensellik analizi gerçekleştirilmiştir. Ampirik sonuçlara göre genç işsizlik oranından eğitim harcamalarının GSYİH içindeki payına doğru tek yönlü nedensellik ilişkisi tespit edilmiştir.
Work life is influenced by technological changes and is shaped according to these changes. The knowledge and technology seen in all fields also causes structural transformations in terms of employment. Information and services sectors are getting more and more in the employment areas of developed countries. Education increases the knowledge and skills of the labour force to be employed. There is a strong link between education and employment. The aim of this study is to explore the causal relationship between the education expenditure of the 30 selected OECD countries in the period 2008-2019 and youth unemployment. The second generation panel tests used in the study also tested horizontal cutting addictions taking into account the unit root and heterogeneity conditions of the series. In the Heterogenic series, the cause analysis of Dumitrescu-Hurlin was carried out. According to the empirical findings, a one-way causal relationship has been identified from the youth unemployment rate to the share of education spending in GDP.
