Abstract:

The parliamentary system is a system of governance that Turkey has been struggling for almost two centuries. His monarchy began with his monarchy since the beginning of the 20th century. The parliamentary regime, which founded the Republic, has in the years created its own structure. The multi-party democracy began to work at the end of the years’ trials, and the country’s adoption of the new system did not take a long time. Unless the conflicts in the process are counted, through disciplined parties, parliamentary democracy has become the system of governance of Turkey. The new system of governance, in which legislation, execution and justice are completely separated by separation of forces, has reached to this day. But since the beginning of the 80s, a new debate has been placed on the agenda of Turkey. The long-lasting coalition period has led to the search for new governments. The presidential regime was considered to be replaced by the parliamentary system, especially due to the advantages of its execution. But what the parliamentary system is, how it is established and what the power it has, is not much questioned. Like the parliamentary regime, what the presidential regime is, what the process is passing through and the examples are not questioned. In this study, the parliamentary regime and the presidential regime will be examined. Why the presidential regime has been brought into the agenda of Turkey and what has been shown as the lack of the parliamentary regime will be discussed in this study. The topics of this article that will be investigated on the reasons that will lead to the election of the presidential regime against the latter alleged shortcomings will be as follows: the parliamentary regime, the presidential regime, the presidential system assumptions, the parliamentary system and Turkey and what kind of presidency?
