Abstract:

The neoliberal attack resembles a period in which the systemic crises of capitalism are increasing, the profit rate is down, and the capital accumulation is unable to spread under the domination of closed economies. In the means of capital accumulation of the capitalist system in the crisis, the neoliberal version has witnessed an unreasonable diversification. The reform packages that rise on liberalization and privatization policies are the basic tools the neoliberal paradigm transformation accepts by advice or difficult way. While crises are drunk to the capitalist system, the continuity of the system requires the capital to produce itself and its opposite. O'Connor explains the financial crisis of the state, stating that in the event of any disruption in the re-production process, the state is responsible for making the accumulation of capital work and relieving the labour-capital conflict. When there is a profitability and accumulation crisis in the system, the system also tries to produce solutions within itself with the support of the state. The process of neoliberalization in which every field of life is marketed and metalized, where foreignization is increasing, where the means of accumulation are modernized and diversified, is Harvey’s consideration as ‘new imperialism’. Harvey considers the capital accumulation process as a "social process" not as a historical process. Instead of the concept of first accumulation, he uses the concept of accumulation by dispossesion (accumulation by dispossesion) and claims that neoliberal globalization and the means of possession are diverse. According to Harvey, one of the accumulating tools of neoliberalism is privatization. However, after the unwanted consequences of privatization, it has been replaced by a more ideological variation: "General Special Cooperation Practices (GC)". This contract model was first used in the modern sense by the United Kingdom in the 1990s. The country is not beyond a different designation of privatization, with its appearance different from privatization and its introduction to the world as a model for public interest. Even rural practices eradicate the limitations of privatization – the amount of public asset – and open up an unlimited spacecraft for capital. This model also relieves the obligations and risks that the private sector will have to be charged in the customization practices by giving various guarantees. This article, taking into account the historical, social relations that public-private cooperation practices contain, a critical economic-political perspective aims to examine the role of the CIOs in the capital accumulation process. The result of this work is that one of the current accumulation tools of neoliberal capitalism is the field practices.
