27 Mayıs 1960 askeri darbesinden sonra ülke 38 subaydan oluşan ve adına Milli Birlik Komitesi (MBK) denen bir grup darbeci subay tarafından yönetilmekteydi. Kısa süre içerisinde subaylar arasında düşünce farklılıkları ve gruplaşmalar meydana geldi. “Ilımlılar” veya “Demokratlar” ve “Radikaller” olarak adlandırılan iki grup öne çıktı. Demokrat grubun önde gelen ismi Cemal Madanoğlu, yönetimin hızla sivillere devredilmesi taraftarıydı. Liderliğini Alparslan Türkeş’in yaptığı Radikaller ise Komite’de sayısal çoğunluğa sahiplerdi ve askeri yönetimin uzun süre devam etmesini istiyorlardı. Her grubun kendine göre haklı gerekçeleri vardı. Fikri çatışma nedeniyle Komite, çalışamaz hale geldi. Madanoğlu, Devlet Başkanı Cemal Gürsel ile Cumhuriyet Halk Partisi’nin desteğini alarak karşıt grubu tasfiye etti. Ondörtler olarak da anılan Türkeş grubu, 13 Kasım 1960’ta emekliye sevk edilip yurt dışına geçici diplomatik görevle gönderildiler. Bu şekilde Madanoğlu, Türkiye’de siyasal sistemin yeniden şekillenmesine önemli bir etki yaptı ve güçlü bir konuma geldi. Ancak bir süre sonra ordunun içerisinde ortaya çıkan illegal grubun (Silahlı Kuvvetler Birliği) hedefi haline geldi ve hem Komite’den hem de ordudan ayrılmak zorunda kaldı.
After the coup on May 27 1960, the country was ruled by 38 officersand a group of coup plotters named the National Unity Committee. Within a shortperiod of time, there were disagreements and group samong the officers. Two groups called “moderates” or “democrats” and “radicals” came to the fore. Cemal Madanoğlu, the leader of the democratic group, advocated the swift transfer of administration to the civilian population. Radicals led by Alparslan Türkeş had the numerical majority in the Committee and they wanted the military rule to continue for a long time. Each group had its own justification. Due to intellectual conflict, the Committee became inoperable. Madanoğlu limination the opposing group with the support of President Cemal Gürsel and the Republican People’s Party. The Türkeş group, also known as the 14s, was retired on 13 November 1960 and sent abroad on temporary diplomatic mission. In this way Madanoğlu has made a significant impact on there shaping of the political system in Turkey and he got stronger. After some time, however, he became the target of the illegal group (Armed Forces Union), which appeared in the army and had to leave both the Committee and the army.
