Mehmed Efendi, 17 Aralık 1864 tarihinde Çerkeş kazasının Karalar mahallesinde doğmuştur. Doğduğu mahalledeki mektepte eğitim hayatına başlamıştır. Daha sonra Çerkeş rüşdiye mektebinden şehadetname alarak mezun olmuştur. Mehmed Efendi, Çerkeş’te bulunan, Bağdat Fatihi, Sultan IV. Murat medresesinde tahsil görmüş ve icazetname almıştır. Kendisi Türkçe okur yazar olup telif eser sahibi değildir. İlk görevi Çerkeş kazası bidayet mahkemesi azalığıdır. Daha sonra Çerkeş idare meclisi azalığına tayin olunmuştur. Ardından Çerkeş Müftüsü olarak görevine devam etmiştir. Bu çalışma, Mehmed Efendi’nin İstanbul Müftülük Arşivi’nden alınan sicil dosyası incelenerek hazırlanmıştır.
Mehmed Efendi was born on 17 December 1864 in the Karalar district of the Çerkeş accident. He began his school life in his neighborhood. Then he was given a witness to the righteous. Mehmed Efendi, located in Çerkeş, Baghdad Fatihi, Sultan IV. Murat saw it in the midst and received the exhortation. He is a Turkish writer and does not possess an authorship. The first task is the Court of Justice. After that, the Board of Directors was appointed. He then continued his mission as a Mufti. This study was prepared by examining the record file received by Mehmed Efendi from the Istanbul Müftülük Archive.
