Kültür, bir toplumun tarihsel süreç içinde ürettiği tüm soyut ve somut değerlerdir. Bu değerler nesiller arasında aktarılarak birikir. Ortaya çıkan değerler coğrafi ölçekte kente ait ise kent kültürü, daha büyük ortak birikimler içinde ise ulusal kültürü oluşturur. Söz konusu kültürel birikimin korunması, tanıtılması, yaşatılması ve gelecek kuşaklara aktarılmasını sağlayan en önemli kurumlardan biri de müzelerdir. Böylelikle müzelerin toplumu ortak bir paydaya toplayan ve kültürel birlikteliği sağlayan mekânlar olma yönü ortaya çıkmaktadır.
Kent ölçeğinde, değerlerini geleceğe taşıyan en önemli müze çeşitlerinden birisi de kent müzeleridir. Kent müzeleri koleksiyonu bulunduğu coğrafi bölgenin değerlerini içermektedir ve ihtisas müzelerine göre daha genel bir içeriğe sahiptir. Kent müzeleri bulundukları kentin kültürünü yaşatırken kentli tarafından oluşmuş yaşanmışlıkları da içerir ve bunları saklar. Dolayısıyla aynı zamanda bir kent hafızası görevini üstlenir. Günümüzde yerel yönetimlerin kentlerini korumaya ve tanıtmaya yönelik istekleri kent müzelerine olan ilgiyi de arttırmıştır. 2863 sayılı yasanın kamu kurumlarına, vakıflara, derneklere gerçek ve tüzel kişilere müze kurma hakkı tanımasıyla başta yerel yönetimler ve sivil toplum kuruluşları olmak üzere özel müze statüsüyle müzeler oluşturabilmektedir.
Bu çalışmanın amacı, günümüzde çağdaş müzecilik kavramı ile çok fonksiyonlu yapılar haline dönüşen kent müzelerinin, kentin kültürel değerlerini koruma ve aktarmadaki önemi, kurulum süreçleri, içerikleri ve günümüzdeki durumları hakkında bir değerlendirme yapılarak; kentlerin tarihini, kültürünü, değerlerini ve bir anlamda markalarını geleceğe taşıyan kent müzelerinin kurulum ve yönetim aşamalarını pratik bir biçimde açıklamaktır. Çalışmanın gerçekleşmesi için literatür taraması yapılmış, yönetimsel esasları pratik uygulamalar ile doğrulayan müze yöneticileri ile görüşmeler sağlanmış, kent müzelerinden fotoğraflar ile metin kısmı desteklenmiştir.
Culture is all the abstract and concrete values that a society produces in the historical process. These values are transmitted between generations. The emerging values belong to the city in a geographical scale, the city culture, and in greater common accumulations, the national culture. The museums are one of the most important institutions that ensure the preservation, promotion, preservation and transmission of cultural accumulation to future generations. This means that the museums are the places that gather the community into a common share and provide cultural unity.
On the urban scale, one of the most important varieties of museums that bring their values to the future is the city museums. The city museums contain the values of the geographical area where the collection is located and has a more general content than its special museums. The city museums include the events formed by the city, while the culture of the city where they are, and they are stored. Therefore, a city memory also takes over the task. Today, local governments’ desires to protect and promote their cities have also increased interest in the city museums. With the recognition of the right to establish museums to public institutions, foundations, associations and real and legal persons by Law No. 2863, museums may be established with the status of special museums, including local governments and civil society organizations.
The objective of this study is to make an assessment of the importance of urban museums, which are now converted into multifunctional structures, in preserving and transmitting the cultural values of the city, the installation processes, contents and the current situation; to practically explain the establishment and management stages of urban museums, which carry the history, culture, values and in a sense their brands to the future. Literary scans were made for the performance of the work, consultations were provided with the museum managers who verified the administrative principles with practical applications, photographs from the city museums and the text section were supported.
