Abstract:

With Law No. 6360, the border of property of the provinces and the border of the mayority municipality were integrated; the legal personalities of all the towns and villages, which remained within these limits, rural/city, far/blind to the city center, the population large/small, and the legal personalities of all the towns and villages have ended. In October of 2020, rural neighborhood implementation began with an additional article added to the Metropolitan Municipality Law No. 5216. The details of how the application will be implemented and the Rural Neighborhood and Rural Residential Area Regulation, published in the official newspaper on 15 April 2021, took its place in the legislation and the change from Neighborhood to Neighborhood, the subject of the work. After the regulation, the applicant and approved Ayvalık district is dependent; Bağyüzü, Akçapınar, Çakmak and Çamoba districts are chosen as the field of work. In the study, the findings have been found that there are service, administrative, economic problems and disadvantages related to rural neighborhood application, and that rural neighborhood regulations are insufficient in terms of content.
