Abstract:

Legalization is the legitimate basis for the implementation of policies in almost every area of our daily life. There are many factors that influence the process of legalization. The government system is at the beginning. Government systems are determining the conditions under which a decision-making policy will be legalized and the weight of actors in the legislation activities. In this case, the legislation activity occurs in different forms in each government system. This study, which considers the government systems that lead to the differentiation of the legislation processes as an important factor, has studied the legislation processes of public policies through the parliamentary regime, the presidency and semi-presidential government systems, which are the most popular in literature. The legislation phase of the policies in the governments undertaken is compared by selecting the countries that are the most well-known examples of the governments undertaken. The study, designed in four sections, first provides general information about government systems. The United Kingdom, where the most pure form of parliamentary regime was implemented, studied the legislation processes through the examples of the United States, the only example of the classical presidency system, and the French prototype of the semi-presidential system. As a result, the different government systems have caused different legislation processes, the parliament in the parliamentary regime, the president in the presidential regime, the semi-presidential regime, both the parliament and the president are effective in the legislation process.
