Bu çalışmanın amacı, Türkiye’de 2003 yılında başlayan ve sağlık sistemi için önemli bir gelişim olan Sağlıkta Dönüşüm Programının sağlık hizmetleri kullanımına etkisini ölçmektir. Bu çalışmada Türk sağlık kurumlarındaki 1975- 2019 yıllarını kapsayan; sağlık hizmetlerine olan başvuru sayıları, milli gelir, hekim sayısı, sağlık personeli sayısı, nüfus, sağlık kurumlarındaki toplam yatak sayısı ve yataklı kurum sayısı verileri kullanılmıştır. Veriler, ARDL sınır testi (Autoregressive Distributed Lag – Otoregresif Dağıtılmış Gecikme) yaklaşımı kullanılarak analiz edilmiştir. Analizler Eviews 9.5 programı yardımıyla gerçekleştirilmiştir. Bu çalışmada bağımlı değişken olan başvuru sayısı ile bağımsız değişken olan milli gelir, hekim sayısı, toplam yatak sayısı ve yataklı kurum sayısı arasında uzun dönemde anlamlı ilişki bulunmuştur. Sağlık personeli sayısı ve nüfusun ise bağımlı değişkenler üzerine azaltıcı etkisinin olduğu sonucuna ulaşılmıştır. Araştırma sonucunda ise Sağlıkta Dönüşüm Programının uzun dönemde sağlık hizmetleri kullanımına etkisi olduğuna ulaşılmıştır. Sağlıkta Dönüşüm Programı ile sağlık hizmetleri kullanımının arttığı ve programın sağlık hizmetine erişimi artırdığı söylenilebilir.
The aim of the study is to measure the impact of the Health Transformation Program, which started in 2003 and is an important development for the health system, on the use of health services. In the study, covering the years 1975-2019 in Turkish health institutions; data on the number of applications to health services, national income, the number of physicians, the number of health personnel, the population, the total number of beds in health institutions, and the number of inpatient institutions are used. Data are analyzed using the ARDL bounds test (Autoregressive Distributed Lag) approach. Analyzes are carried out thorugh Eviews 9.5 program. In the study, a significant long-term relationship is determined between the number of applications, which is the dependent variable, and the independent variables, national income, the number of physicians, the total number of beds, and the number of inpatient institutions. It is concluded that the number of health personnel and the population have reducing effects on the dependent variable. As a result of the research, it is found that the Health Transformation Program has an impact on the use of health services in the long term. It can be said that the use of health services increased with the Health Transformation Program and the program increased access to health services.
