Abstract:

Public policies shifted from the Keynesian approach in the 1980s to the approach based on the market economy. In these years, regardless of their political regimes and socio-economic conditions, many countries have tried to confinate the public sector and strengthen the market economy. The countries have intended to privatize their public institutions and place the mechanism of market economy. He prepared his own end because of his socialist model structure and internal dynamics. Since the 1960s, socialist countries have been looking for a solution to the economic system, but they have failed in the reform attempts. The General Secretary of the Communist Party of the Soviet Socialist Republics (SSCB) Mikhail Gorbachev in the Communist Party's 27th Congress of 1989 stated that it was not possible to repair the economy by partial measures, suggesting the launch of comprehensive economic changes. In the world of globalization, the public sector is faced with major problems. In many countries, the purpose of privatization of government enterprises is to improve the standards of living of citizens and to a higher growth rate. As it is known, in the process of privatization, the government reduces its role in society. In this sense, this study will analyze the process of personalization in the transitional economy.
