Abstract:

One of the key steps of the change that occurs in the public administration is the implementation of the understanding of ethical management. The establishment of public trust, accountability and the creation of the legal and corporate infrastructure for ethics to form a transparent management understanding is an important requirement. With the influence of international organizations in many countries in recent years, the prevention of corruption in public administration has begun to create legal and institutional infrastructures for ethical governance in the reduction of corruption and unethical behavior. In the framework of the reform work in the process of adjustment to the European Union, the legal and institutional framework for understanding ethical governance in Turkey has been implemented. The most important step taken in this context is the establishment of the Public Officers Ethics Council in order to establish the ethical culture in the public administration in Turkey. The main objective of the work prepared from here is to evaluate the functionality of the Public Officers Ethics Board, identify the issues related to the understanding of ethical management and present solutions. In the framework of the study used by the visual method of research, first of all, the ethical subject is addressed with the general lines, the ethical principles and values in public administration are addressed, the rules of ethical behavior. In the study later, the legal and corporate infrastructure of ethical public administration in Turkey is evaluated, the problem areas and solutions proposals are discussed towards the understanding of ethical management.
