Sivil toplum, merkezi iktidar yapılarının nesnesi değil öznesi olabilme mücadelesi olarak da okunabilir. Biz de sivil toplum anlayışı Türkiye’nin içinde bulunduğu batılılaşma sürecinin etkisi ile biçimlenmiştir diyebiliriz. Weber’in tanımlamasına göre, iktidar aslında birilerinin birilerini nesneleştirme sürecidir. Fakat halk her zaman iktidarın isteklerini aşarak kendi manevi değerlerine saygılı olandan yana tavır koyabilmektedir. Modernleşme sürecinde Türkiye’nin çevre güçleri merkeze karşı özneleşme mücadelesi verirken, bu bilinç, merkezin isteği dışında biçimlenmiştir. Merkezin çevrede olumsuzladığını çevre yücelterek koruyabilir. Hegelci anlamda bu bilinç, belirlenmiş olumsuzlamadır. Türk sivil toplumu dıştan etkilerle biçimlenmeye çalışılan her toplum gibi bu etkilere doğal ve tarihsel şartlarının belirlediği içsel yapısına oranla tepki vermekte ve kendini yeniden biçimlendirmektedir. Sivil toplum artık sadece demokratiklik ve meşruiyet değil, iyi toplum yönetimi tartışmalarının da bir parçası olmuştur. Bu anlamda, sivil toplumun toplum içinde yaygınlaşma süreci, toplum yönetimi için nitel önemini de ortaya çıkarmıştır. Türkiye’de sivil toplumun önemi yadsınmamakla birlikte, herkes bu kavramı kendisine göre tanımlamayarak içini doldurmaya başlamıştır. Bu bağlamda toplumu sivilleştirirken daha çok siyasallaşmaya mı başladık sorusuna farklı cevaplar verileceği muhakkaktır. Farklı bakış açılarının teorik zenginlik olduğu yaklaşımından hareketle modernleşme sürecinde siyasal bir toplumdan sivil topluma evrilme, demokrasi kültürünün yerleşmesi, çevrenin modern kurumlara yönelmesi çevrenin eğitim yoluyla merkezde yeni bir grupsal aidiyetlik ve kimlik oluşturması vb. değişimleri modernleşmenin sonuçları olarak okumak konunun kuramsal inceliklerinin daha iyi farkına varmamızı sağlayabilir.
Civil society can also be read as a struggle to be the object of central power structures, not the object of them. We can also say that the concept of civil society has been formed by the influence of the process of westernization in Turkey. According to Weber’s definition, power is actually a process of someone’s objectivization. But the people can always take a position to the one who respects their spiritual values by exceeding the desires of power. In the process of modernization, while the environmental forces of Turkey are giving the struggle against the center, this consciousness is formed outside the center's will. The center can protect the environment by praising the negative. In the Hegelic sense, this consciousness is determined negative. The Turkish civil society, like every society that tries to be formed by external influences, reacts to these influences in proportion to its internal structure, which is determined by its natural and historical conditions. Civil society has now become not only a part of democracy and legitimacy, but also a part of the discussion of good society governance. In this sense, the process of dissemination of civil society within society has also revealed its qualitative importance for society governance. Although the importance of civil society in Turkey has not been denied, everyone has begun to fill in by not defining this concept according to himself. In this context, it is likely that the question of whether we began to civilisate society will be given different answers. From the approach that the different perspectives are theoretical wealth to the process of modernization to the evolution of a political society to the civil society, the settlement of the culture of democracy, the direction of the environment to the modern institutions, the formation of the environment, the creation of a new group membership and identity in the center, etc. Reading the changes as the result of modernization can help us better understand the theoretical subtilities of the subject.
