Türkiye Cumhuriyeti Devleti kurulduktan sonra, uygulamaya başladığı Batı’ya yakın dış politikasını, İkinci Dünya Savaşı’ndan sonra Soğuk Savaş sürecinde, Batı eksenli tek yönlü olarak devam ettirmiştir. 1960’lı yıllardan itibaren, ABD ve Sovyetler arasında yaşanan yumuşama döneminin yanı sıra, Kıbrıs sorununda Batılı müttefiklerinden beklediği desteği görememesinden dolayı, Türkiye, dış politikada yeni arayışlara girmiştir. Bu süreçte, Türkiye dışındaki Türklere yönelik politik açılımlar öneren Dilde, Fikirde, İşde Birlik Dergisi 1977 yılında Necip Hablemitoğlu tarafından yayınlanmaya başlanmıştır. Dergide yayınlanan makalelerle, Türkiye Cumhuriyeti Hükümetlerine, dış Türklere olan sorumluluklarını hatırlatmanın yanında, bu toplulukların dış politika kaynağı olarak değerlendirilebileceği ileri sürülmüştür. Dergide yapılan yayınlarla, dış Türklerin sosyoekonomik durumları ve yaşamış oldukları ülkelerin onlara uygulamış olduğu baskı politikaları hakkında bilgi verilerek, siyasetçiler bu konularda uyarılmış ve bu topluluklara yönelik uygulanması gereken stratejiler hakkında öneriler sunulmuştur. Bu çalışma, 1977 yılında 12 sayı olarak yayınlanan Dilde, Fikirde, İşde Birlik Dergisi’nin, Türkiye’nin dış politika kaynakları ve dış Türklere yönelik stratejisini incelemeyi amaçlamaktadır.
After the establishment of the Republic of Turkey, the West began to implement its foreign policy axis, after the Second World War has continued Westward moving closer. Since the 1960s, alongside the softening between the United States and the Soviet Union, Turkey has led to new approaches in foreign policy because Western allies did not support Turkey in the Cyprus issue. In this process, Journal of Unity in Languages, Ideas and Study began to be published by Necip Hablemitoğlu in 1977, which suggests political openings for foreign Turks, to Turkish foreign policy. In the articles published in the journal, beside to remind the Turkish Republic governments their responsibilities to the other Turkish has argued that these communities could be used as a foreign policy source. With the publications published in the journal, the politicians were warned about these issues and the suggestions about the strategies that should be applied to these communities were given by informing them about the socio-economic status of the outer Turks and the pressure policies against them in the countries they lived. This study aims to examine the foreign policy sources and the strategies towards the foreign Turks of Turkey according to the Journal of Unity in Languages, Ideas and Study, which was published as 12 issues in 1977.
