Her Türk-İslam devletinde mevcut olmayan saltanat nâipliği makamı ilk Türk-İslam devletlerinde ismen görülse dahi bu makam Memlûklerde, Delhi Türk Sultanlığında ve Türkiye Selçuklularında kısmen süreklilik gösteren bir makam halini almıştır. Bu devletlerin merkezlerine tayin edilen saltanat nâipleri, sultana, saltanata ve iktidara daha fazla yakın olmaları sebebi ile eyaletlere tayin edilen saltanat nâiplerinden farklılık göstermektedir. Ele aldığımız devletlerde merkeze tayin edilen saltanat nâiplerinin büyük bir çoğunluğu, gulam sisteminden yetişmiş askeri ve siyasi kabiliyete sahip, idari işlerde de tecrübe sahibi olan asker kökenli emirlerdi. Saltanat nâipleri bağlı oldukları devletlerin sultanlarına, devlet işlerinin yürütülmesinde yardımcı olup, askeri ve idari işler için tayin edilip, geniş yetkiler ile önemli pozisyonlara sahip olmuşlardır. Onlar büyük bir çoğunlukla bu göreve, hizmet ettikleri sultanların iktidarın sahibi olmalarında veya iktidarlarının muhafazasında diğer emirlerden daha çok katkıları olmaları sebebiyle getirilmişlerdir. Ele aldığımız bu devletlerin bürokrasilerinde yer alan saltanat nâipliği makamının öneminin ortaya konulabilmesi için her üç devletin de devlet, iktidar ve yönetim anlayışları ile saltanat nâipliği makamı ile doğrudan ilişkisi olan gulam sistemini esas alarak, bu kavramlar üzerinden Memlûklerde, Delhi Türk Sultanlığında ve Türkiye Selçuklularında saltanat nâipliği makamını karşılaştırmalı bir şekilde ele alacağız.
The authority of sovereignty which is not present in every Turkish-Islamic state, even if the first Turkish-Islamic states have been named, this authority has become partly continuous in the Memlûk, in the Turkish Sultanate of Delhi and in the Turkish Selçuklists. The sovereignty levels assigned to the centers of these states differ from the sovereignty levels assigned to the states because they are closer to the sultans, the sovereignty and the power. The vast majority of the ruling officers at the center of the states we occupied were orders of military and political capabilities, who had experience in administrative affairs and had grown from the Gulam system. The Sultans have the Sultans of the states to whom they are affiliated, in the conduct of state affairs, have been appointed for military and administrative affairs, and have broad powers and important positions. They are largely brought to this task because the sultan they serve has more contribution to the possession of power or to the preservation of their powers than other orders. In order to reveal the importance of the authority of the sovereignty in the bureaucracies of these states we have taken over, we will compare the authority of the sovereignty in the Memlûk, in the Delhi Turkish Sultanate and in the Turkish Selçuklists, based on the Gulam system, which is directly related to the state, power and administration concepts of each of the three states.
