MEMLÛKLERDE SALTANAT NAİPLERİNİN İKTİDAR ÜZERİNE ETKİLERİ (1250-1341)

Abstract:

1250-1517 yılları arasında Mısır ve Suriye’de hüküm süren Memlûk Devleti’nin temeli memlûk/gulam sistemi üzerine inşa edilmiştir. Yönetici kesimi yerli halktan farklı olan bu Türk Devleti’nde saltanatın veraset ile intikaline itibar edilmemekteydi. Memlûklerde hükümdar olmak isteyen bir emir için belli bir soya mensup olmamak iktidarın meşruluğu açısından bir engel teşkil etmemiştir. Bu devletlerde güçlü, nüfuzlu ve çok sayıda memlûğe sahip olmak bir emiri saltanat makamına taşıyabilmiştir. Böyle bir durumda, mücadele gücü yüksek olan ve dengeleri gözetebilen kişi saltanat makamının sahibi olabilmiştir. Ancak bu durum her emire aynı fırsatı sunduğu için sürekli yeni güçlü rakipler ortaya çıkmış ve iktidar için yaşanan rekabet ile çekişmeler her daim sürmüştür. Memlûk Devleti’nde saltanat naiplerinin konumu adeta ikinci bir sultan görünümünde idi ve bu makam mevcut olduğu zaman içerisinde sultanlıktan sonra gelen en yüksek makam pozisyonunda idi. Memlûklerde saltanat naipleri makamlarının kendilerine tanımış olduğu geniş yetkiler ile güçlü birer emirdiler. Saltanat naipleri sahip oldukları bu geniş yetkiler ve güç ile iktidar üzerine doğrudan etki edebilmekteydiler. Biz bu çalışma ile saltanat naiplerinin iktidar üzerindeki etkilerini ele alacağız.

Abstract:

From 1250 to 1517 the foundation of the Mumbai State, which ruled in Egypt and Syria, was built on the Mumbai / Gulam system. The administrative section in this Turkish state, which was different from the indigenous people, was not recognised by the veracity of the sovereignty. Not to be a certain soya member for an order to be a ruler in the countryside did not constitute an obstacle in terms of the legitimacy of power. In these states, having a strong, influential and numerous citizenship could bring an order to the ruling authority. In such a case, the person who has a high fighting power and who can observe the balances may have possessed the rule of rule. But because this situation offers each order the same opportunity, new strong rivals are constantly emerging, and disputes with the competition for power have continued. The position of the ruling papers in the country was just in the appearance of a second sultan, and in the time that the office was present, it was the highest position after the sultancy. They had a strong command with the powers that the authorities recognized them. The Sultanan papers were able to directly influence the power and powers they possess. With this work we will discuss the influence of the ruling papers on power.

The foundations on the Mamluk Dynasty which ruled over Egypt and Syria in the period of 1250-1517 were laid upon the Mamluk/Ghulam system. In this Turkic state whose ruling class was different to the local people, passing down the sultanate by succession was not adopted. Among the Mamluks, not being a member of a certain ancestry did not pose an obstacle to the legitimacy of power. In this state, being powerful, influential and having a large number of Mamluks could bring a monarch to the position of sultanate. In such a case, a person who had a high power of struggle and could account for the balances was able to obtain the position of sultanate. However, as this situation provided every monarch with the same opportunity, new, powerful opponents constantly emerged, and the conflicts and competition for power always continued. In the Mamluk State, the position of sultanate regents had the appearance of almost a second Sultan, and within the period of its existence, this position was the second highest one following the sultanate. Among the Mamluks, sultanate regents were powerful monarchs with the broad authority provided to them by their positions. With these broad authorities and power that they had, sultanate regents could be directly influential on the political power due to the understanding of dominance in the state. With this study, we will discuss how sultanate regents could be influential on political power.
